Just in Time Standing Order (JITSO) for Pfizer COVID-19 Vaccine

Attached is the Greater Miami Valley EMS Council Just in Time Standing Order (JITSO) for Paramedics and Advanced EMTs for Pfizer COVID-19 Vaccine.  Since this is an IM injection, scope of practice precludes use by EMTs or EMRs.

EMS assisting with PODs or Mobile Vaccination Teams may now use either Moderna or Pfizer vaccine.  Health departments generally try to use only one on a given day (for example, the Montgomery County POD on January 19th will use only Moderna vaccine and the one on the 20th will use only Pfizer), but that may change as things progress.  Be sure you use the correct JITSO, and remember that second doses MUST be the same brand as the first.

We have made the Pfizer JITSO follow the same format as the one for Moderna as closely as possible.  For your convenience, both the Pfizer and Moderna JITSOs are attached.

Region 3 Regional Physicians Advisory Board (RPAB) approved use of EUA Fact Sheet materials for the JITSO.  The JITSOs are checklists, derived from the Pfizer and Moderna EUA Fact Sheets for Providers. Dr. Marriott and Standing Orders Chairperson Lt. Russell have approved both JITSOs.  There are two Emergency Use Authorization (EUA) Fact Sheets for each vaccine:  one for providers, and one that every vaccine recipient receives.  All four EUA Fact Sheets are also attached for your information.

Please confirm approval of JITSO use with your Medical Director.  At this time, we have been told you do not need to add COVID vaccines to your EMS Drug License.  If that changes, we will let you know.

Most if not all LHDs will look to you for assistance at every Point of Dispensing (POD) for COVID vaccines.  Make sure your personnel have completed the online training, reviewed the correct JITSO, and reviewed the EMS Standing Order for Anaphylaxis
